University of Milan Regional Scholarship 2026/27 in Italy

The University of Milan Regional Scholarship, known within Italy’s higher-education support system as a DSU scholarship or Diritto allo Studio Universitario, is designed to ensure that students facing financial constraints can access and continue university education. The programme is funded by the Lombardy Region and the Italian Ministry of University and Research.

The scholarship combines a monetary award with access to University meal services. Scholarship beneficiaries also receive relief from the second instalment of University tuition fees. The amount of financial support depends on two main factors: the applicant’s economic position and whether they are classified as a resident, commuter or non-resident student.

For 2026/27, applicants are divided into three income brackets. Students in the lowest-income bracket receive the highest financial support. Non-resident students who satisfy the required accommodation conditions can receive substantially more than students classified as residents or commuters.

International students are not excluded from the DSU system. The University of Milan explicitly states that international students may access the scholarships and benefits available to Italian students under the relevant rules. Students whose family income and assets are held outside Italy may be required to provide foreign financial documentation instead of an Italian ISEE certificate so that the University can assess their economic position.

Applying for the regional scholarship is separate from applying for admission to a University of Milan degree programme. Students should therefore ensure that they also satisfy the admission, academic and language requirements of their chosen degree course.

• Applicants must enrol, or intend to enrol, in an eligible University of Milan programme for the 2026/27 academic year.
• Applicants must meet the scholarship’s income and asset requirements.
• ISEE University must not exceed €26,887.93.
• ISPE University must not exceed €58,452.06.
• First-year students are initially ranked mainly according to financial circumstances and must later achieve the required number of academic credits to retain the scholarship.
• Students in years after the first are assessed according to academic credits, examination performance and the applicable financial requirements.
• International students may apply under the same general benefit system as domestic students.
• Students with family income and assets outside Italy may need to provide official documentation for an equivalent economic assessment.
• Students enrolled part-time are generally not eligible.
• Students repeating a programme year already attended are generally excluded.
• Students who already receive a similar benefit for the same programme year are generally excluded.
• Students who already hold an Italian qualification at the same or a higher level than the programme for which they are requesting support are generally excluded.
• Students enrolled in vocational Master’s programmes are not eligible.
• Students enrolled in postgraduate medical schools are excluded.
• PhD students already receiving a doctoral scholarship or research grant are not eligible for this regional benefit.

• Free midday meal from Monday to Saturday for scholarship beneficiaries.
• Exemption from the second instalment of University tuition fees for full beneficiaries.
• 50% tuition-fee exemption for partial beneficiaries.
• Regional tax refund incorporated into the scholarship amount under the 2026/27 call.
• Potential international mobility supplement of up to €600 per month, for a maximum of 10 months, for qualifying University-approved mobility periods.
• International mobility travel reimbursement of up to €100 within Europe or €500 outside Europe, subject to the relevant conditions.
• Potential graduation incentive equal to half the final-year scholarship for eligible students graduating within the normal duration of their programme, subject to funding availability.

For students whose household income and assets are assessed in Italy:

• Valid 2026 ISEE University certification where applicable.
• UniMi registration or University credentials.
• Any supporting documentation requested through the online application procedure.

For international students whose family income and assets are held abroad, the University may request:

• Official certificate showing household/family composition.
• Official documents showing the income received by household members during the relevant reference year.
• Documentation showing household movable assets, such as savings, investments, shares or business interests.
• Documentation showing household immovable assets/property.
• Evidence that no income or assets exist where applicable.
• Officially legalised and translated documentation where required.
• Proof of accommodation/registered lease for applicants claiming non-resident status.
• Additional documents requested by the University during assessment.

For first-year students:

• Applicant’s financial position.
• Compliance with the ISEE/ISPE or equivalent foreign-income requirements.
• Successful enrolment in an eligible programme.
• Subsequent achievement of the required academic credits within the prescribed period.

For students enrolled beyond the first year:

• Number of academic credits earned.
• Weighted average of examination results.
• Compliance with the financial requirements.
• Regularity of the student’s academic career.
